On a population-weighted basis it sits in IECC zone 3A, but the label hides the spread: mountain towns near Boone and Asheville get cold, occasionally snowy winters, while the coastal plain around Wilmington is humid subtropical. Statewide the numbers land at 1,551 cooling degree days against 3,317 heating degree days — you heat more than you cool here, which shapes equipment choices.

That is why replacement decisions vary so much across the state. Electric heat pumps dominate changeouts in the Piedmont and along the coast — federal RECS 2020 data puts North Carolina at 38% central heat pump as main heating equipment, among the highest shares in the country. Mountain homes more often run dual-fuel setups, pairing a heat pump with a gas furnace backup for the coldest stretches.

Permitting is unusually clear-cut. G.S. 160D-1110 lists the installation, extension, alteration, or general repair of any heating or cooling equipment system as permit-triggering work statewide, and the statute’s $40,000 minor-work exemption explicitly does not extend to HVAC changes. Installers must be licensed under G.S. Chapter 87, Article 2, though owner-occupants can pull their own permits in many jurisdictions.

On rebates, Duke Energy serves most of the state and pays a $500 Smart $aver rebate on qualifying high-efficiency heat pump replacements. Electric co-ops such as Blue Ridge Energy add smaller member rebates on top — and with 26 co-ops each setting their own program, it pays to check yours before you sign a quote.
