North Carolina replacements run about 6% below the national average — our cost index for the state is 0.94, derived from BLS wage data showing HVAC technicians here earn $57,400 a year versus the national benchmark. Against a national 3-ton installed range of $5,000-$11,000 (an estimate range — published sources disagree by 40-50% at the same tonnage, so we widened it to cover both camps), North Carolina quotes should land toward the lower-middle of that band.

Efficiency is the other price lever. North Carolina is in the federal Southeast region, so any split-system AC installed on or after January 1, 2023 must be at least 14.3 SEER2 — and the rule works on installation date, not manufacture date, meaning a below-standard unit legally cannot be installed here. From that 14.3 SEER2 baseline, expect roughly 1.15x for a 16-17 SEER2 system and about 1.35x for 18+.

Budget for the permit, too. A mechanical permit is required statewide for a changeout, and the fee depends on where you live: Wake County charges a flat $75 trade permit, while the City of Raleigh’s minimum trade permit is $128 for FY26. Your contractor normally pulls it and folds the cost into the quote — ask for the line item.

The upside: if you are a Duke Energy Carolinas or Duke Energy Progress customer, a qualifying high-efficiency heat pump replacement earns a $500 Smart $aver rebate, which more than covers the permit and takes a real bite out of the efficiency upgrade premium.
