HVAC costs in Louisiana

Louisiana is one of the most punishing HVAC climates in the country. It is a hot-humid Gulf climate (DOE climate zone 2A, roughly 2,574 cooling degree days against 1,666 heating degree days), and the defining problem is latent load: moisture removal rivals raw cooling demand. That is why sizing and dehumidification performance matter as much as SEER2 numbers here. An oversized system short-cycles — it cools the air fast, shuts off before it wrings the humidity out, and leaves the house clammy. Bigger is not better in Louisiana; correctly sized is better.

On the rules side, Louisiana is simpler than it looks — and messier than it sounds. Since January 1, 2007, the Louisiana State Uniform Construction Code (La. R.S. 40:1730.21 et seq.) has been mandatory statewide: under R.S. 40:1730.23, every parish and municipality must enforce it. But administration stays local, so it is one code with many permit desks — fees and paperwork vary parish to parish even though the code itself does not. In New Orleans, a mechanical permit is required to install, replace, or alter an air conditioning system, and only a contractor holding the city’s Class A Mechanical License can pull it.

One current-events note for 2026: Cleco’s and SWEPCO’s rebate programs are active, but Entergy Louisiana’s Entergy Solutions program is temporarily paused while the utility onboards a new program partner. Check the rebate picture before you sign a quote, not after.
