HVAC permit requirements in Louisiana

Start with the statute, because it settles the most common question. Under La. R.S. 40:1730.23, every municipality and parish in Louisiana must enforce the Louisiana State Uniform Construction Code (La. R.S. 40:1730.21 et seq.). There is no opt-out county, no unincorporated-area loophole — the code has been mandatory statewide since January 1, 2007. The LSUCC currently adopts the 2021 I-Codes with Louisiana amendments, and the state code council approved the 2024 I-Codes and 2023 NEC for adoption on July 7, 2026, so expect the newer editions to phase in.

What the statute does not standardize is administration. Permitting runs parish by parish: one code, many permit desks. There is no statewide fee schedule. New Orleans prices mechanical permits by the components of work rather than a flat fee, while East Baton Rouge and Jefferson Parish publish their schedules behind login portals — we have not been able to verify their dollar amounts, and we will not guess at them.

New Orleans is the strictest desk we verified. A mechanical permit is required to install, repair, replace, or alter any mechanical or gas-fired apparatus, air conditioning systems included — and it can only be pulled by a contractor holding a Class A Mechanical License from the city. Homeowners cannot pull this permit themselves. There is no owner-builder path for mechanical work in New Orleans.

Statewide, the practical rule is the same even where the paperwork differs: HVAC work must be performed by a contractor licensed through the Louisiana State Licensing Board for Contractors (LSLBC), and that contractor pulls the permit. If a bidder suggests skipping it, that tells you what else they will skip.
