Federal efficiency rules treat Arizona as its own case. The state sits in the Southwest region under 10 CFR 430.32, so a new split-system central AC installed here must meet 14.3 SEER2 and, unlike most of the country, an EER2 floor: 11.7 EER2 for units certified below 15.2 SEER2, or 9.8 EER2 at 15.2 SEER2 and above. That floor exists because EER2 is rated at a 95°F dry-bulb outdoor temperature — a steady peak-heat test, not a seasonal average. SEER2 blends performance across milder conditions; EER2 tells you how the unit holds up during the sustained dry heat Arizona actually delivers. The rule applies on installation date: a combination rated below the regional standard cannot be installed in the state.

There is no statewide building code. A.R.S. 34-461 leaves code adoption to cities, towns, and counties, so permit rules for a changeout are set at city hall — Phoenix, for example, can approve a strict like-for-like swap as permit-exempt.

Utilities here lean hard into demand management. APS (Cool Rewards) and SRP pay customers to enroll smart thermostats, demand-based rate plans reward efficient equipment, and in Tucson, TEP pays instant rebates through participating contractors.
