Nationally, an installed 3-ton replacement runs anywhere from about $5,000 to $11,000 — that spread is real; published cost trackers disagree by 40-50% at the same tonnage. Here is what positions a Florida quote inside the range.

The efficiency floor is higher here. Florida is in the DOE Southeast region, so split-system air conditioners under 45,000 Btu/hr must be at least 14.3 SEER2 — above the 13.4 national minimum — and the rule is enforced on installation date, not manufacture date. A 13.4 SEER2 unit that is legal in Ohio cannot be installed in Florida, so there is no old-stock discount below 14.3. Stepping up costs more: figure roughly 15% extra for 16-17 SEER2 and about 35% for 18+ (estimates, not quotes).

Labor runs slightly below national. BLS puts Florida’s mean HVAC-mechanic wage at $57,310 versus $64,780 nationally — that is why our Florida cost index is 0.94. A modest tailwind on the labor half of the job.

Permits and HVHZ. Every Florida jurisdiction requires a mechanical permit for a changeout; fees run roughly $75-$400 by jurisdiction (approximate — official county fee schedules are not reliably published). In Miami-Dade and Broward, High-Velocity Hurricane Zone rules add wind-load tie-downs and product approval for the condenser — extra line items on those quotes.

Rebates claw some back. FPL’s $200 instant credit at SEER2 15.2+, TECO’s $550 at SEER2 16.2, and OUC’s bill credits up to $1,150 can offset part of the efficiency upcharge — often making the 15.2+ tier the better math. One warning: the federal 25C tax credit is gone for any equipment placed in service after December 31, 2025, so do not let a quote count it.
