SEER2 in Florida: The 14.3 Minimum, Installation-Date Enforcement, and What It Costs

If you have read that the federal minimum efficiency for a new central AC is 13.4 SEER2, you have read something that is true — and wrong for Florida. Florida sits in the Department of Energy’s Southeast region, where a stricter minimum applies and, more importantly, where the rule is enforced differently than in the North. Here is what 10 CFR 430.32(c) actually says, the detail nearly every summary gets wrong, and what stepping above the minimum costs.

Florida’s Minimum Is 14.3, Not 13.4

The national standard sets 13.4 SEER2 for split-system air conditioners. But the regulation adds regional minimums on top, and Florida is named in the Southeast roster — along with 15 other states, DC, Puerto Rico, and the territories. In the Southeast, split-system ACs must meet 14.3 SEER2. That is the number that governs the typical Florida changeout.

The Detail Everyone Gets Wrong: 45,000 Btu/h

The 14.3 figure applies to split ACs with certified cooling capacity under 45,000 Btu/h — which covers most residential systems. At or above 45,000 Btu/h (roughly 3.75+ tons nominal), the Southeast minimum is actually 13.8 SEER2, not 14.3. So a large 4- or 5-ton split faces a slightly lower bar than a 3-ton.

And single-package units are a different story entirely: they stay at the 13.4 SEER2 national minimum everywhere — there is no regional SEER2 add-on for packaged ACs in the Southeast at all. The only regional extra for packaged units exists in the Southwest (Arizona, California, Nevada, New Mexico), where they must also meet a 10.6 EER2 floor. If a summary tells you 13.8 is “the packaged-unit minimum” or quotes one flat regional number for everything, it is repeating a common error. The CFR table is the authority: 14.3 for most splits, 13.8 for splits at 45,000 Btu/h and up, 13.4 for packaged.

Installation Date, Not Manufacture Date

This is the part with real-world teeth. The national standard applies to units “manufactured on or after January 1, 2023.” The regional standard is written differently: it applies to split and packaged ACs “installed on or after January 1, 2023, in the southeast or southwest.”

That one word — installed — changes everything. In a North-region state, a distributor can sell down pre-2023 stock built to the old standard, because compliance attaches at the factory. In Florida, compliance attaches at your house. The regulation is explicit: “Any model of outdoor unit that has a certified combination with a rating below the applicable standard level(s) for a region cannot be installed in that region.”

Practical translation: if someone offers you a deal on a 13.4 SEER2 split condenser — old stock, closeout, whatever the story — it cannot legally be installed in Florida, regardless of when it was built. A contractor who proposes it anyway is proposing an installation that fails the federal standard and, since every Florida changeout requires a permit and inspection, one that has to get past an inspector too.

Heat Pumps Play by National Rules

Heat pumps are a national-only product class — no regional standards apply to them at all. Split heat pumps must meet 14.3 SEER2 and 7.5 HSPF2 everywhere in the country; packaged heat pumps sit at 13.4 SEER2 and 6.7 HSPF2. In Florida the practical effect is symmetry: whether you buy a straight-cool split or a split heat pump, the SEER2 floor you shop against is 14.3.

What Stepping Up a Tier Costs

Our cost data prices three tiers against the 14.3 SEER2 code-minimum baseline: 1.0x at code minimum, 1.15x for 16-17 SEER2, and 1.35x for 18+ SEER2. On a 3-ton system with a base installed range of $5,000-$11,000 (an estimate — our sources disagree enough that we publish the widened range), that works out to roughly:

  • 14.3 SEER2 (code minimum): $5,000-$11,000
  • 16-17 SEER2: $5,750-$12,650
  • 18+ SEER2: $6,750-$14,850

So the mid tier costs about 15% more than code minimum, and the premium tier about 35% more.

Why the Efficiency Math Works Harder in Florida

Whether that step-up pays back depends on how many hours the system runs, and Florida is the extreme case: 3,409 cooling degree days against just 566 heating degree days. This is a year-round cooling market — air conditioning runs nine to twelve months across most of the state — with electricity at about 15.2 cents per kWh. Every point of efficiency gets multiplied across far more runtime hours here than in a northern state, which is exactly the environment where a higher tier has its best shot at earning back its premium.

The rebates stack in the same direction, keyed to efficiency tiers: FPL’s $200 instant credit starts at SEER2 15.2, TECO pays $40 at 15.2 but jumps to $550 at 16.2, OUC’s bill credit runs up to $1,150 depending on tonnage and SEER2, and JEA’s $200 heat pump rebate requires SEER2 of 16 or better. Stepping from code minimum into the 16-17 tier is frequently what unlocks the meaningful rebate money.

One Florida-specific caution: humidity is the state’s defining engineering constraint. Latent (moisture) load matters as much as temperature, so proper sizing and dehumidification matter more than raw SEER2 — an oversized high-SEER2 system that short-cycles will leave your house clammy. Buy the right size first, then the right tier.

Bottom Line

Florida’s real minimum is 14.3 SEER2 for most split systems (13.8 at 45,000 Btu/h and up; 13.4 for packaged units), enforced by installation date — old low-SEER2 stock legal to install up north cannot go in here. Heat pumps meet 14.3/7.5 nationally. Expect roughly 15% over code-minimum pricing for a 16-17 SEER2 system and 35% for 18+, and weigh that against 3,409 cooling degree days of runtime and rebates that mostly begin at SEER2 15.2 and up.
